  2.  Born 1890. Served in World War I as an officer 
  3.  A member of the Nazi Party from its earliest days, he became Gauleiter of Upper Bavaria. After the Nazis came to power, he was named Minister of the Interior and Deputy Premier of Bavaria; in 1936, he became Bavaria's Minister of Education. Concurrently, he held an important position in the party leadership in Munich.
